This waterfront gathering place was dedicated in 2012 and has since become a place for concerts, celebrations, festivals, and picnics.

The Park was named for Thomas Garrett, a Delawarean who helped slaves find refuge on their way to freedom, and Harriet Tubman, one of the most dedicated conductors along the Underground Railroad.
